Cameras around Dubrovnik's Old Town record every car that enters without clearance. Private drivers pay 260 euros per offence, and for rental cars the notice to the company is for 1,580 euros. In 2026 the zone runs until 31 October. Who may enter, what applies to rental cars since May and what to do when a notice arrives.

Status: Friday 23 October 2026. A camera-controlled traffic zone surrounds Dubrovnik's Old Town. Drive in without clearance and you get a notice for 260 euros per offence if the car belongs to a private person. For company and rental cars, the city's decision sets 1,320 euros for the company and 260 euros for the responsible person (City of Dubrovnik). This year the zone applies until 31 October, and under the current rule again from 1 April (Official Gazette 3/2026). It affects everyone who drives towards Pile, Ploče or the Old Town gates.
The city launched the zone on 2 June 2025 (City of Dubrovnik). In February 2026 Mayor Mato Franković spoke of around 16,000 fines against rental companies worth almost 29 million euros, plus fines against private individuals worth 5 million euros (Index.hr). According to the same Hina report, the system counted more than 100,000 unauthorised passages between 2 June and 30 November 2025.

Where the zone is and when it applies
The zone covers the whole area around the Old Town: from Ilijina glavica along Zagrebačka ulica to Viktorija, and across Pile to Boninovo (City of Dubrovnik). According to the Croatian National Tourist Board, it begins at the traffic lights at the city entrance near the public garage (HTZ). Screens and traffic lights on the access roads mark the start of the zone, and cameras read number plates (City of Dubrovnik, EVZ). In its first year the zone ran from 2 June to 30 November 2025. For 2026 the city council shortened the period on 26 February to 1 April until 31 October (Official Gazette 3/2026). Outside these months access is open. The mayor can still switch the zone on, for example on public holidays, during large events or on days with many cruise ships (decision).
How 260 euros quickly becomes more
The decision sets the fine for each individual offence. ADAC writes that every entry is recorded separately, even if you drive in again a few minutes later (ADAC). Private individuals pay 260 euros, tradespeople and the self-employed 660 euros, companies 1,320 euros plus 260 euros for the responsible person. A rental car for which the company names no renter therefore costs 1,580 euros per offence; ADAC cites the same figure. Two such offences add up to 3,160 euros. Under Croatian law, paying within eight days of delivery reduces the fine to two thirds (EVZ). Since an amendment in February 2025, the city can issue a written warning instead of a fine for breaking the access rule. It first checks whether the same person has broken the rule before (City of Dubrovnik).

Rental cars: what applies since May
On 5 May 2026 the city council adopted a separate decision for rental cars (Official Gazette 10/2026). Rental companies receive a real-time alert through an information system when one of their cars enters the zone without clearance. Within three days they can send the city the rental contract to show that a private person rented the car. The company then pays 260 euros and the responsible person 30 euros. Without this proof the fine stays at 1,320 plus 260 euros. The decision names no separate amount for the renter. It requires rental companies to inform their customers about the rules. According to EVZ, the claim against the rental company consists of 1,320 euros, 260 euros and additional fees. Companies pay it and recover the amount from the renter, often straight from the credit card (EVZ). The notice can take months to arrive. ADAC says there is no settled practice or case law yet. Sixteen rental companies have asked the High Administrative Court to review the city's rules (tportal).
What it means for visitors
- Staying inside the zone with parking: your host registers your number plate before arrival or within three days of it (HTZ). Hotels inside the zone do this for their guests. Check with your host before you travel.
- Parking at Pile or the cable car lower station: a prepaid booking on prepaidparking.sanitat.hr clears your plate. You may enter no earlier than 20 minutes before your slot and must leave within 20 minutes after it ends (decision).
- No booking: leave the car outside the zone. The city recommends parking outside and using public transport (EVZ). Buses from the airport are in our guide from the airport to the city.
- Drove in by mistake or found no accommodation: leave the zone and within three days email zona@dubrovnik.hr with your plate, the date and time of entry and a short explanation (HTZ).
- Notice received: paying within eight days saves a third. For rental cars, EVZ advises offering the company only 260 euros and asking it to name you as the driver. If your card has already been charged, ask your bank about a chargeback. Croatian fines can be enforced in Germany through the Federal Office of Justice (EVZ).
- Picking up a rental car: the rental section of the employers' association HUP says customers were told to announce trips into the zone in advance (tportal). Ask the company before driving to Dubrovnik. Deposits and insurance are covered on our car rental page.
