Traffic is heavy on the main routes towards the sea and back inland. The pinch points are predictable, and two of them are toll plazas rather than the open road.

The automobile club reports increased traffic density on the main routes towards the sea and towards the interior, on coastal roads and at most border crossings. On the A1 the traffic moves in queues between the Bosiljevo 2 interchange and the Lučko toll plaza in the direction of Zagreb, with occasional stops. On the A3 an accident between the Popovača and Križ interchanges left traffic on two lanes with a 40 km/h limit in the direction of Bregana.
How the toll system shapes the queue
Croatia charges by section rather than with a national vignette, so you take a ticket or use an electronic device at the entrance and pay at the exit. That makes the toll plaza the natural pinch point on a busy Saturday: an electronic tag lane moves, a cash lane does not.
